i ve never used anything like this before, but doesn't the "codepage" command instruct the port to use another encoding? ... one anope does not support...

yea i've seen this problem before with Russian Unreal servers, was awhile ago though, cant remember how we got it fixed.

UnrealIRCd does not have a documented codepage param in the listen blocks. So either A) said param is undocumented or B) a modified version of UnrealIRCd is being used. In the case of the later, we only officially support UnrealIRCd as downloaded from the official UnrealIRCd website.
