NickServ asking users to register

I;ve seen some networks asking users to register their nick when they first connect if the nick isnt already registered. Is this a module that is available?  Is is also available as a precombiled Windows binary if it is a module.

It's a third party module by SGR. You can get the source code from here. And as for compiling for windows, you didn't tell us what version of services are you using.
