Title: Add multiple founders/co-owners

I've seen some modules give the ability to add multiple founders/co-owners without giving them the channel pass. I think this would be a worthwhile addition to the anope core.

/ChanServ ACCESS add <name> co-owner
or
/ChanServ ACCESS add <name> 9999

And they would get owner status on the specified channel.

Already on the roadmap for 1.9
