Strange message from strange nick

I have seen this when i joined a channel in a network,,

[22:44:23] <[#ccpower]>     Welcome to #Ccpower
[22:44:23] <[#ccpower]>    channel now on +M for security.  
[22:44:23] <[#ccpower]>   If u want to talk u must register ur nick.
[22:44:23] <[#ccpower]>   Trading Server
[22:44:23] <[#ccpower]>           Enjoy
[#ccpower] No such nick/channel
[#ccpower] End of /WHOIS list.

how can i do like this? is it from the services? its kind of on join channel private message the users
when i typed /version services*
it showed me this

looks more like a ircd module to me... if it was a services client, it should have a whois relpy...

This depends on the version of Anope. A recently fixed bug made it so services would return no such nick on services bots when using remote /whois.

This is fixed in svn.
