Im Using : Unreal3.2.3.tar.gz

Making services join a specific room can desync services and is not useful as services can report to the log channel without having to be there. Furthermore, the only way i know how to to it is abusive (requires the use of a module we do not support) and using it will render you unable to get more Anope support

most people use ircd_init with unreal.  http://modules.anope.org/index.php?page=view&id=3 but as stated, anope stable branch doesn't track its own clients in channels and the possibility for desync (though I've never had it myself) is there.

I'm sure your logfile shows more than "Unable to load". If you dont show us the full logs about it being unable to load, we cant help you

Have you actually looked in the logfile?  start anope with ./services -debug try loading the module, then check the logfile, and paste any errors near the bottom.
There really aren't many reasons why this module wouldn't load

that doesn't show much except services seemingly failing to link because the server already exists, shutdown any currently running anope/services processes, add ircd_init to ModuleDelayedAutoload (if you haven't already) and try again.

I Did And Only Servies That Join its : ircd_vhost and Chanserv

But The Rest Bot Aint Joining

I would guess that maybe one of those other many modules is conflicting, another that makes the pseudo clients do stuff.
