[ Request ] modifying ns_whois

Hello again, devs.
I wanted Larcen`s ns_whois module (easily adapted to unreal ircd 3.2.4) to save its settings to a database. Like Rob`s ns_noop does. And give the +W (+E) mode on identifying if the option is ON.
