SASL Authentication

Well as the title says, I would like to request SASL auth with services on InspIRCd (similar to Atheme's) as I want to allow users from TOR to connect to the network but I also do not want to have issues with users using it as a spam mechinism. I have seen the way freenode handles tor connections and would like to replicate it but anope does not support SASL and I have not found a module that does so.

I don't care about tor users, just a SASL authentication support, so +1.

It should be noted that Unrealircd will soon support SASL as well, thus bringing the total number of ircds that Anope supports to 3.

There is no logical reason  to *not* support it.
