Title: Helper flag

Helper flag.. anope devs made:
on join HelpChannel, common_umode +h.
and it was only it.. very very uncomplete...
when user leaves channel, takes off the op, flag +h should be removed, or better, it shouldn't even be given automaticly. i made a personal module for remove and give it @ HelpServ, anope devs should remove it from core..

it s called a feature..

if you don't want it, then don't define the HelpChannel.... doesn't mean other people don't want it..
