ASSIGN/UNASSIGN event change

It would be nice if the passed the nick whom did the event,
helps to see whom is assigning bots

I have made a patch for this

btw the patch also cleans up botserv.c a bit cause there is alot of lines and blank space from where stuff got ripped out when it went to modules

We won't add this due to the feature freeze for 1.8, but it's a good addition so i'll put the patch in the queue for 1.9...
