[enhancement] Expand the /os FORBID command

Expand /os FORBID or add a way to explicitly exempt specific channels from the forbid filter. For example I want to start with a deny all type forbid *sex*, then allow the channel #essex or #sextillion.

Maybe: /os FORBID exempt #essex would work
