Well everyone can understand that irc is getting older and
becomes more underestimated . In my opinion if we could
add an rss server with the chanserv for each channel . For
Example let's say that we have a channel named #python .
We could enable rss feed from python.org and other sites
and the bot would send the data to the channel .

The purpose of IRC services is to do things that standard IRC clients cannot. This feature falls well within the abilities of an egg drop or other clients. I'm 99% positive there is already an RSS egg drop script out there.

We also must understand that the more features added to services, the more laggy and bloated they get so let's leave stuff that has nothing to do with IRC out of services.

Of course :D . But its just an idea , it could a module and not built in at all xD
