Title: Including other files in the conf file.

As with some IRCd's, I feel that Anope should be able to include other conf files in it's own config file, such as Unreal does with it's include "aliases/anope.conf";.

This will help keep the conf clean as advanced modules that have entire sections worth of directives can simply use their own module.conf and not clutter up services.conf.

This would be done together with the implementation of block-based config files.
