Why not just turn off xOP and use levels to restrict who can change the topic?

/msg ChanServ levels #channel set TOPIC levels
or
/msg ChanServ levels #channel set SET levels

else.. live with the default ANOPE SERVICES. Am i too rude? ;b

i don't think there would be any point in something like this... the xop system offers a standardized system, if you want more controls over who can do what there s always the levels system.

i honestly don't see why anyone would put his free time in writing something as specific as this because except you i doubt many people would be interested in this... the objective just doesn't compare to the effort required imho...  certainly not considering there s a far easier solution (xop)...

There is really no point in a module that's feature can be achieved by other means.

xOP system is supposed to be a lightweight, not very feature rich system. Levels is supposed to be a more complex system. If you want complexity, use levels.
