I have everything working ok, but i have a partner and i'ld like him to be a Network admin.
how do i go about doing that?

Ive done /msg operserv ADMIN <name> and it said he has been added to the admin list.
But when he try /oper <nick> <password>, it tells him there are no O Lines for his host.

Do i have to add another O Line block for him in Unrealirc.conf?, if so can someone give me a layout? ive tried using my layout but it gives error while trying to start the server,

Ive also put his name in services.conf but making no difference.

Anope does not have a "network admin" level, so to add someone as a network admin would be an IRCd configuration.

As for the layout of an oper block, you will need to consult your IRCd's documentation (for UnrealIRCd you can find it at http://www.unrealircd.com/files/docs/unreal32docs.html)
