we are currently using anope1.7.14 and UltimateIRCd3.0.1

i have been asked to get a list of registered users with the network

so i ran /ns list

this shows 703 users

i looked at our nick.db we dont have that many REGISTERED users.

we do allow unused nicks to expire so why is it that /ns list shows 703 users when there are not

any help on getting a list of registered nicks that ARE active would be helpful

/ns list will show forbidden/suspended/unconfirmed etc users. You could use ./services -listnicks and go through and remove the forbidden/suspended/unconfirmed etc from that, though.

./services -listnicks
Unknown option -listnicks
 that helps NOT lol

however there is a listnicks file in the services dir!

the run listnicks instead, should  do the same..

Be aware that 1.7.14 in ancient and support for it was dropped a long time ago.. actually, the entire 1.7 branch is no longer supported today..
You should really consider upgrading to a newer version..
