Title: HostServ. Non-opers can set their own vhosts

How can I do if an user want to set his own vhost by himself throught HostServ??

I think that it should has some ban masks in services.conf. Is there some module like this?

There are a couple of modules floating around that can do this, look on modules.anope.org
