this is why i mentioned the +P channel flag. :)
(though i don't really understand why do you need a bot to an empty channel. :D - to see the channel in /list .. duh.. waste to see user less channels. :D thought look for channel mode +P)

/cs set persist #channel on <- this is what you are looking for. :)
