create module os_vip

/os vip list
/os vip add nick +time
/os vip del nick

The VIP users have some more privileges.
Once identify the nick automatically gets Spy mode (+y).
The limit is increased from the default memoserv. Get more limit of memoserv.
Get no-expire in the nick.
There may be more privileges...

I don't know what this "spy" mode is, but i don't like the sounds of it..  ???
