Title: HostServ active/inactive setting for vhosts

Hi,

This idea is to have the ability for users to set their assigned vhost as either active or inactive (similar to HS ON and HS OFF but the setting is stored and not just a temporary on/off). For example, this would be useful in cases where the network assigns a generic vhost (like with hs_nethost (http://modules.anope.org/index.php?page=view&id=121)) and doesn't want it active by default, but to have it assigned if the user wants to use it.

I suppose a similar result could be had by a module to set/remove the generic vhost upon user request, but it still seems like a good idea to have a persistent setting for a vhost being active or inactive without having to HS OFF on every connect if the user didn't want it set.
