Title: Ignore Users from U:Lined Servers

Hello.
I use Anope and Denora.
My Denora bot is configured to part a channel when there is nobody there, and my BotServ bots are configured to join when at least 1 user is in channel.
The problem: Denora bot do not part channel because BotServ bot is there and BotServ bot do not part channel because Denora bot is there.
Could you please solve this problem, configuring services (or only BotServ) to ignore users from U:Lined servers?

For the record Denora's bot doesn't part the channel until you remove the channel from chanstats using "/msg StatServ chanstats del <channel>"

It is one method I advise some admin's to use to keep channels open with no users in them.

As for making BotServ leave, you can make it leave when there is less then 2 non-services users in the channel instead.

Simply change BSMinUsers to 2 in services.conf to achieve the later.

However I do agree Anope should probably ignore U:Lined users as it does have a setting for U:Lined servers. But this will have to wait until the 1.9 branch to be implemented.
