Need to be operator to register channel

Unreal 3.2.10.2
Anope 1.8.8
irc.place2chat.com 6667 0r 6697

Hello, since a while i have this problem. When some one register their own channel sometimes (almost every time) there is this error.

Then when I (Owner) go to that room, see that person is @ operator I deop and op again and then they can register the channel. Then most of the time the mode ntr dont show up before I restart services. Then a lot of people need to identify again. After that its okay till the next channel registration. Can some one please help me with this? I am Dutch so I hope you understand my English.

Sounds like you have a desync somewhere. Try disabling the time sync feature in unreal and install NTP. Then restart your ircd and services.

thanks for your reply.
I run a linux vps where the unreal is running at. So I need to do as you said also on linux? Is there a place where I cab read how to do this all? I am not that good.

Yes, both Unreal and Anope have excellent documentation that shipped with your copy. Just read the doc(s) directory.
