I have one new idea. That feature can be added as new module, or coded in new ver. of anope.
As you want..
BotServ has options: CAPS, Repeat, Colors, Bolds, Badwords, Reverses, Underlines, Flood.
Why don't add option for Join/Part flood per secs, or Nick Flood.
And, Badnicks base too.. on nickchange..
Like you can add badwords, you can add and badnicks
