Fantasy mode for bots

I seem to have a slight problem, the fantasy mode on my network allows anybody who types !kick to kick anybody, regardless of level in the room.  So an absolute nobody has the ability to kick a channel founder.  I am assuming this is not supposed to happen right?   If I'm correct and this is a problem how do I fix it? I have anope 1.7.13
