request> services flood prevention

well, i know this can be controlled if it was set using the excess flood line, similar...

but is there possible to set a modules such that

warn users when 3 commands is send to services in 3 seconds
akill users for 30 seconds when 5 commands is send to services in 10 seconds

Any sane IRCd will use sendq/recvq which will prevent a user from sending a massive amount of data toany other user or channel without requiring multiple connections in which case NO module could stop/block as services would have no way of telling if it's an attack or just a large amount of normal traffic.

3 commands in 3 seconds or even 5 in 10 seconds is not a flood, not even close. IF 3 lines in 3 seconds bothers your services you need to seriously move it to a more up-to-date box on some real bandwidth.
