Fatal error: Class 'PDO' not found

I've installed everything but this error will be here every time.
Does anyone know some solution ?

MagIRC Setup is supposed to tell you if PDO is missing... did it happen?

Leon:
i'm getting this error while installing composer.phar

[RuntimeException]                                                 
  Could not scan for classes inside "app/commands" which does not a 
  ppear to be a file nor a folder

What can i do ?
