Title: hostserv with hostsetters

i think i found a slight oversight on hostserv.

with the hostsetter function on. A hostsetter can set a vhost.

However they have no access to the hostserv list command so can not check if a host is already assigned.

maybe a small thing but does seem silly to set but not list.

Hmm I guess hs list is also playing with nickserv. So if you have NSListOpersOnly in services.conf enabled it might be also restrict hs list access to opers. otherwise it has another solution ^^
