hi i waz woundering if anyone know how to do this   •• nick change » ( TheQuartex )

anyone know how to change the services config to make it say this?  Ã‚« usermode changed to: TheQuartex +r

That is client independant. Not all clients display umode changes the same way.

one client might display what you posted other will disply something completely different.

Short answer ... you can't change how it appears to others, only how it appears to you and only if you use a client that allows you to change the way umode changes are displayed.

To add to what katsklaw said, your client would receive the raw message ":services.server.name MODE TheQuartex +r" basically giving services and the IRCd absolutly NO control over how it is displayed.
