Title: Ownermode (enable/disable ~ &)

It would be nice if this was a core feature perhaps, but then, it probably might be better suited for a module. Either way, what this basically does is that if someone does a /cs set #channel ownermode on/off, it either enables or disables the support (per channel) for +q and +a. I've noticed that this is useful for channels that wish to not have those particular modes on users. This isn't an urgent request, but something that'd be nice to have.

I have no C/C++ knowledge and is not a language I'm interested in to be honest, either that, I may have given this a shot myself, but I don't. But yeah, I thought this might not be a bad idea to have.

If it's better suited for a module, then it could be moved there instead, but I thought it'd be nice for a core feature perhaps for 1.9 or in a following update to 1.8.

To be honest it is better suited as a core feature then a module in that for a module to do this could get a little tricky as far as I know.
